HD 31 incorporates the communities along the Lower Columbia and Lower Willamette Rivers from the Linnton area (which is associated with Sauvie Island at the confluence of the Columbia and Willamette Rivers), to Scappoose, St. Helens, Rainier, Clatskanie, Prescott and Goble.
